On behalf of the many voiceless Hmong people persecuted and killed in Laos, Hmong National Development, Inc. (HND) from its offices in Washington, D.C., urged the international community to work to also bring to justice key Lao military and communist party officials, who like Radavon Karadzic, are directly responsible for the recent atrocities, massacres and deaths of thousands of innocent Hmong and Laotian civilians in Laos. Laos is ruled by a one-party military regime under the control of the Socialist Republic of Vietnam and staunchly allied with the military juntas and dictatorships in Burma, North Korea, Cuba and elsewhere.

Former Bosnian Serb leader Radovan Karadzic was recently flown from the Serbian capital Belgrade to the The Hague where he will face trial before a UN war-crimes tribunal. HND in cooperation with other human rights and non-governmental organizations has documented the massacre and killing of thousands of innocent and unarmed Hmong and Laotian civilians by key Lao military and political leaders of the communist party in recent months.

In the U.S. Congress, Congressman Patrick Kennedy (D-RI), Congressman Frank Wolf (R-VA), Congresswoman Tammy Baldwin (R-WI), Congressman Dana Rohrabacher (R-CA) and fifteeen (15) Members of Congress have recently introduced and cosponsored House Resolution 1273 (H.Res. 1273) which urges the Lao Peoples Democratic Republic (LPDR) to immediate cease its military attacks against the Laotian and Hmong people.

The Lao military, supported by military and special forces units of the Socialist Republic of Vietnam (SRV), is waging a ongoing war of ethnic cleansing and mass starvation according to recent reports by Amnesty International, the Center for Public Policy Analysis (CPPA), the Hmong Lao Human Rights Council (HLHRC), the United League for Democracy in Laos, Inc. (ULDL), the Lao Veterans of America (LVA) and others.

The Lao regime is also engage in intensified religious persecution in Laos of the Hmong and Laotian people, including the arrest, torture and killing of many Christians, with the help of Lao and Vietnamese security and military forces. The Paris-based Lao Movement for Democracy (LMFD) has recently highlighted the ongoing persecution of Christians in Laos in recent months.

Over 1300 Hmong refugees were forcibly repatriate to Laos by elements of the Thai Third Army at the direction of Thai Prime Minister Samak despite international appeals to halt the forced repatriation. Hundreds have disappeared, have been summarily executed or imprisoned in reeducation camps as political prisoners and designated as enemies of the LPDR regime and the Lao communist party.

Three (3) Hmong-American citizens from St. Paul, Minnesota, including Mr. Hakit Yang, have been detained and imprisoned in Laos under harsh conditions without charge for nearly one year, after being arrested by Lao military and security forces in 2007. The were brutally interrogated in the notorious Phon Thong Prison in Laos where they were jailed following their arrests elsewhere in Laos.
